Las Palmas moves closer to tensioned housing zone status

The Ministry of Public Works, Housing and Mobility of the Government of the Canary Islands, through the Canary Islands Housing Institute (ICAVI), has opened a public consultation on the file to declare the municipality of Las Palmas de Gran Canaria a tensioned residential market area, following repeated requests from the capital’s city council.

In a statement, the regional government explained that this agreement opens a period during which interested parties can consult the documentation submitted by the council and submit any objections they consider appropriate before the administrative process continues.

Two-year wait for a response

The announcement comes after two years without a resolution to the request repeatedly made by Las Palmas de Gran Canaria City Council to declare the city a tensioned zone, just as the problem of access to housing has exploded and protests have taken to the streets. Until now, the request had received no response from the regional government, despite the council’s insistence that the city meets the requirements set out in the state Housing Act.

How to submit objections

Objections may be submitted electronically via the form enabled on the Citizen Participation portal. Individuals may also do so in person at the registry offices of the Government of the Canary Islands or through any of the other procedures provided for in Law 39/2015 of 1 October on the Common Administrative Procedure of Public Administrations.

The period runs from this Thursday, 15 October, until Thursday, 12 November. The documentation will be available on the Government of the Canary Islands’ Citizen Participation portal, where the Ministry of Public Works, Housing and Mobility must be selected.

A process dating back to 2024

The Canary Islands government recalled that Las Palmas de Gran Canaria City Council asked the regional government on 10 May 2024 to begin the preparatory procedure to gather information on the situation of the residential market in the municipality. Subsequently, on 20 January 2025, it formally submitted the request to declare the entire municipal area a tensioned residential market zone. After several requests for further information, the council completed the necessary documentation on 11 March 2026.

According to the Canary Islands government, after analysing the documentation, the Canary Islands Housing Institute issued a report concluding that the information provided allowed the process to continue and the file to be submitted to the public information period.

What happens next

The procedure is governed by Decree-Law 1/2024 of 19 February on urgent housing measures, which establishes the requirements and procedures for declaring tensioned residential market zones in the Canary Islands. Once the public participation process has concluded, the Canary Islands Housing Institute must analyse and respond to each of the proposals submitted, one by one, before resolving the file definitively.
