Geotechnical study put out to tender for 240 affordable homes

Las Palmas de Gran Canaria City Council has put the geotechnical study for the construction of 240 protected homes for affordable rent in the Las Torres neighbourhood out to tender for €47,325.03, the council announced in a statement on Wednesday.

The council explained that the contract, which has a 30-day completion period, will establish the subsoil characteristics of the plots earmarked for the new development and set out the technical criteria needed to draw up the project.

What the study will involve

According to the local authority, the geotechnical study is a necessary step in preparing the construction project, as it will allow the properties of the ground to be analysed and recommendations to be made on the foundations of the buildings, the stability of basement walls and retaining walls.

The work will also include geotechnical surveying, field and laboratory testing, hydrogeological analysis and an assessment of the possible aggressiveness of the terrain.

Mauricio Roque, the councillor for Planning, Urban Development and Housing, said the tender for the geotechnical study represents a further step in preparing the project for the 240 homes in Las Torres. “A thorough understanding of the characteristics of the ground is essential to move forward with the design of a development that must meet the required technical and safety criteria,” he said.

Subsoil levels, water table and foundations

The council explained that the technical specifications require the study to determine the different subsoil levels and their geotechnical characteristics, as well as the possible existence and location of the water table and its impact on the works.

It must also provide the parameters needed to size the foundations, analyse the stability of the slopes created by earthworks and determine the permissible stresses and expected settlement of the planned buildings.

Interested companies have until 5 October to submit their bids through the Public Sector Procurement Platform, in line with the conditions set out in the tender procedure.

Location and layout of the development

The future development will be built on two council-owned plots on Calle Archivero Joaquín Blanco Montesdeoca, in the Las Torres neighbourhood, behind the Las Ramblas shopping centre. Both plots are accessible from this street.

The project envisages a number of buildings of varying heights, in line with the technical documentation included in the geotechnical study’s specification. The information gathered during the field and laboratory work will serve as the basis for establishing the most suitable foundation and retaining solutions for the planned buildings.

€39.6 million in funding from the Cabildo

The scheme forms part of the agreement signed in January 2026 between Las Palmas de Gran Canaria City Council and the Gran Canaria Cabildo, through the Gran Canaria Housing Consortium, under which the island institution is providing €39.6 million to fund the construction of these 240 protected homes for affordable rent.

The agreement stipulates that the city council will act as the developer of the scheme and will own the resulting homes.
