Icod de los Vinos puts La Asomada car park design out to tender
La Asomada, very close to the centre of Icod de los Vinos, is set for a new look. The town hall of the Ciudad del Drago has put the drafting of the project for a car park and public square out to tender for €180,000 on the outskirts of the historic centre. The aim is to convert a municipal plot of 1,654 square metres into a subterranean building that makes use of the difference in level between the streets and provides at least 100 parking spaces. This is the first administrative step towards delivering one of the most demanded pieces of infrastructure – both by residents and by the local business community – in the area, given the shortage of parking. The deadline for submitting bids is 6 November.
€2.8 million budget backed by the Cabildo
Although the drafting of the project has not yet been put out to tender, the council has already secured two million euros from the Cabildo de Tenerife for this work. The municipal contribution will be just over €800,000, meaning the total budget comes to €2.8 million. Both institutions signed a collaboration agreement in December last year under the Tenerife Island Programme for Improving Accessibility to Historic Sites (Pimach) 2022-2028. Under this agreement, the town hall takes on the drafting of the project, the management of the works and the contracting, and it is also established that the island contribution is “maximum and that any overspend above that amount must be borne by the municipality itself”.
At least 100 spaces and a public square on the roof
The operating regime for the car park building has not yet been defined. What is well defined in the technical specifications for drafting the project is a minimum of one hundred spaces, that the roof should connect on foot with the adjoining streets, the possibility of complementary services (toilets, a kiosk and a small local amenity) and that the appearance of the installation should be “urban, with materials, volumes and lighting compatible with the heritage surroundings of Icod de los Vinos”. The specifications also require that the roof of the building be a public square. But not just any square. It expressly asks that this space have activity and “personality”, with sloping surfaces, artificial topographies, small tiered seating, play elements, a recreation area and other resources for use by different generations. These aspects will be rated very positively in the call for the drafting of the project, in which at least 16 points must be achieved in the qualitative phase in order to progress in the selection.
Timeline and current state of the plot
The stages of the drafting phase are estimated at around seven months, and the execution of the works is expected to last a further 18, subject to approval of the project, availability of funding and subsequent award. The municipal plot is untransformed land that has been used as an informal public car park since 2008. Icod de los Vinos town hall describes the state of this site as “precarious”. It has an earth and gravel surface and is accessed via an earth and concrete ramp. Inside there is a small building containing installations for the adjoining development, and part of the simple wire fencing is in a poor state of repair. La Asomada is very close to the historic centre of the Ciudad del Drago, although it does not fall within the boundary of the Asset of Cultural Interest (BIC). The Sustainable Urban Mobility Plan (PMUS) gives “high priority” to parking in this area in order to improve the order of parking and reduce the intrusion of private vehicles into the old town.
