Canary Islands and Madrid fine-tune residency requirements for foreign buyers

The spokesperson for the Canary Islands government, Alfonso Cabello, has said that the regional executive and the Spanish state are continuing to refine the “exact wording” of the proposal sent to the Government of Spain to limit property purchases by non-resident foreigners, which envisages requiring ten years of continuous residency or 15 years if the residency is discontinuous.

Hopes for approval before the 29 November elections

Speaking at the press conference following the Governing Council, Cabello recalled that the state accepted this commitment in the context of the parliamentary process for the so-called Mari Carmen decrees, and he expressed confidence that it could be approved by the Council of Ministers before the elections on 29 November. In this regard, he indicated that both administrations are continuing to work on the definitive wording of the proposal and on finding the right moment for its approval.

He also argued that, on this matter, Pedro Sánchez’s government can still “deliver” for the Canary Islands before next 29 November.

Pressure following housing protests and election call

It is worth recalling that during the current parliamentary term the Canary Islands government had not sent any measure on this issue to the central government, and that it has done so now, after the social outcry over the right to housing, with as many as three protest camps across the islands, and at a time when Pedro Sánchez’s executive has called general elections.

In fact, both CC and the PP have voted in the Canary Islands parliament against various proposals to establish measures limiting property purchases by foreigners, who account for around 30% of property transactions in the islands.
