La Laguna Council Seeks Clarity on New Holiday Let Law

The City Council of La Laguna held a meeting with the Canary Islands Government on Wednesday to address the division of responsibilities under the new Tourist Use of Housing Law and to raise questions regarding the technical criteria for its application in the municipality. According to the council, the meeting allowed for progress on key issues, including the distribution of powers, guiding criteria for zoning, the transitional regime for already registered properties, coordination with the urban planning framework under review, and the technical and human resources needed to ensure effective control of the activity.

High-Level Technical Team in Attendance

The meeting was attended by La Laguna’s Councillor for Territorial Planning, Adolfo Cordobés, and the Director General of Tourism Planning, Training and Promotion for the Canary Islands Government, Miguel Ángel Rodríguez. They were joined by the technical director of the Urban Planning Management office, José Ramón Baudet; the manager of the autonomous body, María Bencomo; and the local council’s legal coordination technician, Román Calvo de Mora. This formed a high-profile municipal technical team to guarantee a rigorous analysis of the requirements and procedures stemming from Law 6/2025 on the Sustainable Regulation of the Tourist Use of Housing.

Focus on Sustainability and Legal Certainty

During the meeting, both administrations agreed on the importance of applying the new regulations with criteria focused on sustainability, legal certainty, and coherence with the urban and residential model of La Laguna. This is particularly crucial as it is a municipality that combines the status of a UNESCO World Heritage City, a university town, and a territory with highly diverse residential realities.

Council Commits to Rigorous Implementation

Cordobés stated that the council is working to implement the law with rigour and responsibility, aiming to protect the right to housing, guarantee community harmony, and properly regulate the tourist use of the residential property stock. The councillor added that collaboration between administrations must translate into clear criteria, legal certainty, and the necessary resources to meet the obligations falling on local councils.

Government Praises Proactive Approach

For his part, the Director General of Tourism Planning, Training and Promotion thanked La Laguna City Council and its Urban Planning Management office for initiating the meeting, as well as the political-technical participation and the willingness to implement the Law for the benefit of all citizens. Rodríguez highlighted that the convergence of opinions and criteria when moving forward with regulating the sustainable use of housing could serve as an example for other Canary Island municipalities. The director general stated that the important aspect of these meetings is the willingness of town councils to fit the pieces of tourist housing use into the municipal urban planning puzzle, which the law does not demonise, but rather seeks to appropriately integrate.
