Spain, France and Portugal back Canary Islands funding
The Minister for Territorial Policy and Democratic Memory, Ángel Víctor Torres, said on Wednesday that the leaders of the governments of Spain, France and Portugal have been clear in a letter recently sent to the President of the European Commission, Ursula von der Leyen, and to the rotating President of the Council of the European Union, Micheál Martin, in which they call for the financial allocation for the Outermost Regions (ORs) to be maintained in the next Multiannual Financial Framework 2028-2034.
The minister stressed that the letter represents a robust defence of the Canary Islands’ unique characteristics, of their funding and of the restoration of the POSEI programme, while also arguing that, if there were to be national plans, specific funds should be made available.
A robust defence of the Canary Islands
Torres considers that the joint communication signed by Pedro Sánchez, Emmanuel Macron and Luís Montenegro amounts to a robust defence of the Canary Islands on the part of the Spanish Government. For the Minister for Territorial Policy, the letter is also an extremely important step towards preserving and protecting the unique characteristics of the Canary Islands, as Spain’s only OR, as has been argued in all the official communications in which the Ministry for Territorial Policy and Democratic Memory has taken part since December 2025, alongside the ministries of Foreign Affairs, Finance, Agriculture and Housing.
Geostrategic value and the RUP Strategy
The letter sent by the three European countries with outermost territories highlights the geostrategic value of these regions, but also explores in greater depth their unique characteristics as set out in Article 349 of the Treaty on the Functioning of the European Union. The joint text champions the RUP Strategy adopted on 10 September, and stresses that European Union policies must reflect the specific features of these territories, for which reason maximum support must be given to the Omnibus simplification package for the Outermost Regions.
An indisputable commitment to the outermost regions
In that regard, Torres considers this to be the best path towards continuing to push for the best Multiannual Framework for the Outermost Regions, and concludes that the letter from the three European leaders shows an indisputable commitment to these territories and contains compelling arguments for the defence of the Canary Islands and the preservation of their unique characteristics as a fundamental part of the Europe of the present and of the future.
